Law enforcement has determined that there is a high risk for a mass casualty incident, gun violence, as well as other mass attacks at the 250th US Army Birthday Celebration in Philadelphia, Pennsylvania. The celebration in Philly comes at the same time as an event in Washington, DC to celebrate the anniversary.

According to a threat assessment from the Delaware Valley Intelligence Center (DVIC) cited by the Philadelphia Police Department, the event taking place on June at Independence Historic Park has a high risk of a mass casualty incident, gun violence, vehicle ramming attacks, illicit unmanned aircraft activities, a bombing attack, disruptive demonstrations, as well as aggravated assault.

The document further stated, that although law enforcement is not aware of any specific threat, the DVIC “assess that threat actors harboring grievances towards the United States and/or the US armed forces likely view the Army 250th Celebration as an attractive target to carry out targeted acts of violence.”

“Disorderly demonstrations are likely to occur along the perimeter of the Army 250th Celebration, increasing the potential for unauthorized access and coordinated disruptions,” the assessment added.

The events in Philadelphia taking place, as well as those happening in and around Washington, DC, will be celebrating the accomplishments of the US Army since its start 250 years ago. “Over the course of three days, the event will host guests from local government, veteran groups, civic organizations, and a wide variety of both active and retired military service members,” the law enforcement document added, detailing where events and potential targets of attacks, will be.

The document went on to source several recent incidents, highlighting risk factors stemming from civil unrest surrounding the issue of the Israel-Hamas war as well as risks from the “No Kings” demonstrations that are slated to occur on Saturday.

The police document went onto say that demonstrations around Philadelphia over the past few years have largely been peaceful, but that “various groups and causes have escalated demonstrations to feature disruptive tactics.”

“This includes sleeping dragon maneuvers, sit-ins, and impromptu barricades, presenting various public safety concerns. Threat actors continue to exploit large crowds to carry out opportunistic crime, such as vandalism and other forms of property destruction. Depending on the specific cause, past incidents highlight the potential for counter demonstrations and cross-ideological violence,” the document added.

The law enforcement document went onto detail warning signs for dangerous scenarios that could come about with the gathering in Pennsylvania.
